How to be Elected as a Director for the West Dakota Water Development


District Step 1: Identify your Area


If you are interested in being a Director for the West Dakota Water Development District, first identify which Area you reside in. A description of each Directors Area is included in this package. Detailed maps of each area are also available at the WDWDD office.


Step 2: Determine when the Election is


The terms of even-numbered director areas (2, 4, 6, 8) expire at the end of the calendar year 2020, 2024, etc. The terms of odd-numbered director areas (1, 3, 5, 7, 9) expire at the end of the calendar year 2022, 2026, etc. The elections occur the year of the term expirations.


Step 3: File a Nominating Petition


A director candidate may be nominated by a petition signed by at least 25 registered voters in the director area to be represented by the candidate. We recommend collecting more than 25 signatures in case some are not valid due to the signer not being registered, or living in a different area. A nominating petition is included in this packet. They are also available at the WDWDD office, the Secretary of State’s office, and the Pennington County Auditor’s office. The nominating petition must be filed with the Secretary of State not prior to 8:00 am January 1st, and not later than 5:00 pm the last Tuesday of March prior to the date of the primary election. If a petition is mailed to the Secretary of State’s office by registered mail by 5:00 pm the last Tuesday of March prior to the primary election, it is considered filed. Step 4: Check Election Results


Congratulations if you won the election! You will be sworn in as a Director at the January WDWDD meeting following the election. A packet of the following helpful materials is included: • The Description of each Directors Area – These are from the Administrative Rules of South Dakota. • Nominating Petitions – To gather the requisite 25 valid signatures, you will need to use at least two forms, as each has space for only 20 signatures. • Instructions for Circulating the Petition Forms – Please read these carefully. There is a prescribed sequence for having the petition forms completed, particularly regarding when the forms must be notarized.

  • (1) Director 1: representing Pennington County precincts 4-3, 5-3, DT, and JS;
  • (2) Director 2: representing Pennington County precincts 3-2, HC, KY, RH, and WP;
  • (3) Director 3: representing Pennington County precincts 1-1, 1-3, 3-3, and RK;
  • (4) Director 4: representing Pennington County precincts 1-4, CA, EL, HR, NU, WS, VF, VS, and SC west of the Cheyenne River;
  • (5) Director 5: representing Pennington County precincts 2-2, 4-5, AW, BE, NH, RV, and VV;
  • (6) Director 6: representing Pennington County precincts 3-1, 3-4, 5-2, and CL;
  • (7) Director 7: representing Pennington County precincts 1-2 and 2-4;
  • (8) Director 8: representing Pennington County precincts 2-1, 2-3, 2-5, and 4-2;
  • (9) Director 9: representing Pennington County precincts 4-1, 4-4, 5-1, and 5-4.
